Mr. Mueen Afzal

Mueen Afzal is a former Secretary General of Finance and Economic Affairs of Pakistan and Director at the Institute of Peace and Connectivity. A graduate of Oxford University, he joined the Civil Service of Pakistan in 1964 and retired in 2002 after nearly four decades of distinguished public service. He held senior positions across federal and provincial government including Finance Secretary of Balochistan and Punjab, Economic Minister at the Pakistan Embassy in Washington DC, Health Secretary, Finance Secretary, and Secretary General Finance and Economic Affairs from 1999 to 2002.

He was awarded the Hilal-e-Imtiaz, Pakistan’s second-highest civilian honor, in 2003. After retirement, he has served as Chairman of Murree Brewery, Chairman of Pakistan Tobacco Company, Chairman of Akzo Nobel Pakistan, founder director of the Pakistan Centre of Philanthropy, and Chairman of the Langlands Endowment Trust supporting education in Chitral.
